Every strength program has to answer one question: how heavy should you lift today? Percentage based training answers it with math, a fixed share of your one rep max. Rating of perceived exertion answers it with feel, a target level of effort. They are not enemies. They are two lenses on the same problem, and the best lifters use both. This is when to trust each one.

Percentage based training: the math approach
Percentage based training works from your one rep max, the heaviest weight you can lift once. You test or estimate it, then the program prescribes a share: 75 percent for a volume day, 90 percent for a heavy single. It is the backbone of classic programs because it is simple to write and easy to follow. You always know exactly what number to put on the bar.
The strength of this method is planning. Because everything is anchored to one number, a coach can lay out weeks of training in advance and see how heavy and how much work each day carries. It is also honest about absolute load, which matters when you are peaking for a competition and need to rehearse specific weights.
A percentage assumes your one rep max is fixed. It is not. Your true daily max moves with sleep, stress, and fatigue, so 80 percent can feel like an 8 out of 10 one day and a 10 out of 10 the next. The label stays the same while the experience changes completely.
Rating of perceived exertion (RPE): the feel approach
A rating of perceived exertion (RPE) scale prescribes effort instead of weight. The modern version for lifting is built on reps in reserve, meaning how many more reps you could have done before failing. An RPE of 10 is a genuine maximum with nothing left. An RPE of 8 means you stopped with about 2 reps in reserve.
So instead of being told to load 80 percent, you are told to work up until a set of 5 feels like an RPE of 8. Whatever weight produces that feeling today is the right weight today. On a strong day that might be more than your planned 80 percent. On a flat day it might be less, and that is the point: the load bends to your readiness automatically.

Rating effort accurately takes practice. Beginners tend to think they are 2 reps from failure when they have 5 or more left. Accuracy improves quickly once you occasionally take a set close to failure to calibrate what the top of the scale really feels like.
Is RPE actually accurate? What the research shows
The fair worry about RPE is that feelings are soft. But the research is reassuring. A systematic review of perceived exertion during resistance exercise found that RPE is a valid measure of intensity, tracking closely with objective markers like how much of your maximum you are lifting and how fast the bar moves.
The reps in reserve version holds up too. Studies on lifters using the scale found strong inverse relationships between bar speed and reported RPE, in both experienced and newer trainees. As the bar slows near a limit, the reported effort rises in step, which is exactly what a valid effort scale should do.
When you compare the two methods head to head for building strength, autoregulated loading, including RPE based training, tends to match or beat fixed percentage loading. A 2025 network meta-analysis of maximal strength ranked autoregulated approaches ahead of percentage based training for squat and bench press one rep max, while an earlier review found the difference smaller and less certain. The honest read: RPE is at least as effective, and its advantage grows on unpredictable days.
Which one should you use, and when
This is not a war with a winner. Each method fits different lifters and different phases. Here is how to choose.

Use percentages to plan the block, deciding roughly how heavy and how much work each day should be. Then use RPE on the day to nudge the actual weight to match how you feel. The plan gives structure, the effort target keeps it honest.
A simple hybrid you can run this week
You do not have to pick a side. Here is a practical way to blend them without overthinking it.
- Plan with a percentage. Write the day as, for example, a top set of 5 around 80 percent of your one rep max. This sets the ballpark.
- Attach an RPE cap. Add: stop that top set at an RPE of 8, about 2 reps in reserve. The percentage is the guess, the RPE is the referee.
- Let the weight move to fit the cap. If 80 percent flies up and still feels like an RPE of 6, add weight until it hits 8. If it feels like a 9, take a little off.
- Use back off sets by feel. Follow the top set with sets at a lower fixed RPE, for example an RPE of 7, for your volume. This is where most of your growth work happens.
- Log the weight and the RPE. Over a few weeks you learn how your percentages and your effort ratings line up, and both get more accurate.
