You want strong bones and specific carryover to real life
Running, if your joints allow it. The impact that makes it demanding is also what signals your bones to stay dense, and being able to run comfortably is a genuinely useful real-world skill that a bike or rower does not build.

So use the differences as a filter, not a verdict. If running hurts your knees, the fact that it loads bone does not help you. If you find the rower boring, its full-body edge is worthless. If cycling is the thing you will happily do four times a week, it is the best choice for you regardless of what a lab says about muscle recruitment.
